European companies building software in 2026 face a specific squeeze. Local senior engineers are expensive and scarce, hiring cycles stretch past three months, and the freelance market is crowded with people who look senior on paper. Meanwhile the roadmap does not wait.

Nearshore development — hiring engineering talent in a nearby-enough region with meaningful working-hour overlap — has become the default answer for teams that need to move faster without paying local agency rates. This guide is written for European decision-makers: what the options actually cost, how the timezone math really works, and the contract and GDPR questions you should ask before signing anything.

It is deliberately not a sales pitch. If off-the-shelf hiring works for you, do that. But most of the founders and CTOs we talk to have already tried the local route and hit a wall.


Why European Companies Look Beyond Local Agencies

The rate reality

Local development is expensive across Western Europe, and the numbers have not softened:

Senior scarcity is the deeper problem

Rates are the visible cost. The harder one is availability. The strongest engineers in Amsterdam, Zurich, Berlin, and Stockholm are already employed, and the ones on the market command bidding wars. A serious senior hire in these markets routinely takes three to five months from job post to first commit — and that is before probation risk.

For a company with a committed roadmap, that lag is the actual cost. Every month a key role sits open is a month of shipped-competitor features you did not match.

What nearshore changes

Nearshore does not magically produce cheaper geniuses. What it does is widen the pool. Instead of competing for the same few hundred available seniors in your city, you draw from regions where strong engineers are plentiful, less contested, and reachable in a week or two rather than a quarter. The rate difference is real, but the speed-to-team difference is often what closes the deal.

The Options: Eastern Europe, LATAM, and Asia

There is no single “nearshore” for Europe. There are three broad pools, and they are not interchangeable.

Eastern Europe (Poland, Romania, Ukraine, the Baltics)

The classic European nearshore. Strong engineering education, deep talent pools, and — critically — a shared or near-shared working day with the rest of the continent.

  • Rates: Polish seniors billing Western European and US clients typically land around €55-100/hr.
  • Timezone: CET or CET+1. Effectively full overlap.
  • Trade-off: The best-known destinations are no longer cheap. Demand from US and Western European buyers has pushed senior rates up, and the very top engineers are increasingly contested — the same scarcity problem, one time zone over.

Latin America

Increasingly relevant for European buyers, not just US ones. The talent pool across Brazil, Argentina, Colombia, Mexico, and Central America is large and growing, and rates are competitive.

  • Rates: LATAM seniors commonly bill $50-90/hr.
  • Timezone: This is where honesty matters — see the section below.
  • Trade-off: No morning overlap with Europe. The working day starts when Europe’s afternoon begins.

Asia (India, Vietnam, Philippines)

The lowest nominal rates, and the largest pools. For well-specified, lower-complexity work with strong in-house oversight, it can work.

  • Rates: Often $20-45/hr for offshore teams.
  • Timezone: 3.5 to 5.5 hours ahead of CET — actually a reasonable morning overlap for India, less so once you push to the Philippines.
  • Trade-off: Communication overhead and quality variance tend to be higher; the nominal savings can evaporate into rework and management time.

The Honest Timezone Math for LATAM

Most nearshore marketing waves away the timezone question. We won’t, because for a European company hiring in Latin America it is the single most important operational fact.

The overlap window

Honduras, where our team is based, runs on US Central Time — UTC-6, no daylight saving. Central European Time is UTC+1 in winter and UTC+2 in summer. That is a 7 to 8 hour gap.

Here is what a real overlap looks like in summer (CEST, UTC+2):

The practical live window with a Central-American team is your afternoon — roughly 15:00 to 19:00 CET. That is enough for a daily standup, a planning session, or a demo, but it is not a full shared day. Eastern-European LATAM options (Brazil, Argentina at UTC-3) shift the window slightly earlier and give you a bit more.

Why afternoon overlap plus async actually works

A four-hour daily overlap sounds thin until you design around it. The teams that make LATAM work for Europe treat the overlap as the synchronous window — standups, unblocking, decisions — and the rest of the day as deep async work:

  • Your morning: you write up decisions, review yesterday’s PRs, leave clear tickets. The LATAM team is asleep; nothing is blocked because everything they need is written down.
  • Your afternoon: live overlap. Standup, questions answered, blockers cleared, planning done.
  • Your evening / their afternoon: they execute uninterrupted on the freshly-cleared backlog and open PRs for your next morning.

This is the same rhythm distributed engineering teams have used for years. It rewards written communication and clear tickets, and it punishes teams that rely on constant tap-on-the-shoulder coordination. If your organization already works async, LATAM is a genuinely good fit. If it lives in meetings, Eastern Europe’s full overlap will feel more natural.

Contracts and GDPR: Questions to Ask

Cost and timezone get the attention. Contracts and data protection are where European engagements actually go wrong. Ask these before you sign.

Data protection (GDPR)

If your nearshore team touches personal data — and most engineering teams do, even if only through test data or production access — GDPR follows the data, not your borders.

  • Is there a Data Processing Agreement (DPA)? A compliant DPA under Article 28 is non-negotiable when a partner processes personal data on your behalf. No DPA, no deal.
  • How is the international transfer handled? Transfers to non-adequate countries (which includes most of LATAM and much of Asia) need a valid mechanism — typically the EU Standard Contractual Clauses (SCCs) plus a transfer impact assessment. Ask the partner to name the mechanism explicitly.
  • Can the team work without touching production personal data at all? The cleanest answer to a transfer question is often “the engineers work against anonymized or synthetic data.” Ask whether that is feasible for your project.
  • Where does the data physically live? Your repos, CI, and cloud region matter. Many concerns disappear when data stays in EU-hosted infrastructure and the nearshore team connects to it rather than copying it.

Contract and IP

  • Who owns the IP? The contract must assign all work product to you unambiguously. In some jurisdictions IP assignment needs specific wording to be enforceable — confirm it is present.
  • Confidentiality and NDA. Standard, but read the survival and jurisdiction clauses.
  • Governing law and dispute resolution. Which country’s courts, and is that practical for you? Many European buyers insist on an EU or Swiss governing-law clause even with a non-EU partner.
  • Termination and exit. How much notice, and what is the handover? You want code, documentation, and credentials transferred cleanly, not held hostage.

Working relationship

  • Who are the actual people? Insist on named engineers with real profiles, not “a resource pool.” Turnover is the quiet killer of outsourced projects.
  • How is communication structured? Which tools, what response-time expectations, who is the point of contact.
  • Can you start small? A short paid trial on a real (non-critical) piece of work tells you more than any sales call.

Cost Scenarios

Which Option Fits Which Company

There is no universally correct answer. A rough guide:

  • Full shared working day is non-negotiable, budget is secondary → Eastern Europe. Same time zone, strong talent, but no longer cheap.
  • You already work async and want the widest cost gap → LATAM. Afternoon overlap plus written discipline, meaningful savings.
  • Well-specified, high-volume, lower-complexity work with strong in-house leads → Asia can work, with eyes open about coordination overhead.
  • Regulated data that cannot leave the EU → prioritize partners who let engineers work against EU-hosted, anonymized data regardless of region, and get the SCCs right.

Is nearshore to LATAM realistic for a European company given the timezone? Yes, if you run async well. The live overlap is your afternoon (roughly 15:00-19:00 CET with a Central-American team), which covers standups, planning, and demos. The rest is deep work off clear written tickets. Teams that live in synchronous meetings will find Eastern Europe’s full overlap more comfortable.

How do we stay GDPR-compliant with a non-EU nearshore team? Three things: a compliant Article 28 Data Processing Agreement, a valid transfer mechanism (usually Standard Contractual Clauses plus a transfer impact assessment), and — ideally — an architecture where engineers work against anonymized or EU-hosted data rather than copying personal data abroad. Name the mechanism explicitly in the contract.

Is Eastern Europe still cheaper than Western Europe? Yes, but the gap has narrowed. Polish seniors billing Western clients often land around €55-100/hr — below Dutch or Swiss rates, but the top engineers are increasingly contested by US and EU buyers. LATAM typically opens a wider cost gap.

How much can we actually save? Against a Western European agency, expect roughly 40-50% on comparable seniority when comparing blended team rates. The larger, less-quantified saving is time-to-team: weeks instead of a multi-month hiring cycle.

Should we start with a full team or a trial? Start small. A short, paid trial on a real but non-critical piece of work reveals communication quality, code quality, and cultural fit far better than any proposal. Scale up only after that.

Who owns the code we pay for? You should — unambiguously. Insist on a clear IP-assignment clause, confirm it is enforceable in the governing jurisdiction, and make sure the exit terms transfer code, docs, and credentials cleanly.
